Essex County in northeastern New Jersey... Hudson County in northeastern New Jersey... Passaic County in northeastern New Jersey... Union County in northeastern New Jersey... Richmond (Staten Island) County in southeastern New York... * Until 815 PM EDT. * At 542 PM EDT, local law enforcement reported thunderstorms producing heavy rain across the warned area. Between 1 and 2 inches of rain have fallen. Additional rainfall amounts of 1 to 2 inches are possible in the warned area. Flash flooding is already occurring. HAZARD...Flash flooding caused by thunderstorms. SOURCE...Law enforcement reported. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. * Some locations that will experience flash flooding include... INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Excessive runoff from heavy rainfall will cause flooding of urban areas, highways, streets and underpasses as well as other drainage areas and low lying spots.

Altostratus clouds form at mid to high-level altitudes
(between 2 and 7 km) and are created by a warm, stable air mass which causes
water vapor
to condense as it rise through the atmosphere. Usually altostratus clouds are
featureless sheets characterized by a uniform color.
In some cases, wind punching through the cloud formation may give it a waved
appearance, called altostratus undulatus. Altostratus clouds
are commonly seen with other cloud formations accompanying them.

Cirrostratus clouds are high, thin clouds that form above
20,000 feet and are made mostly of ice crystals. They sometimes look like giant
feathers, horse tails, or curls of hair in the sky.
These clouds are pushed by the jet stream and can move at high speeds reaching
