DESCRIPTION: At 946 PM EDT, Local law enforcement reported several flooded roadways in Painted Post. While the rainfall is coming to an end flooding is still ongoing in the warning area. HAZARD...Flash flooding caused by thunderstorms. SOURCE...Law enforcement reported. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. Some locations that will experience flash flooding include... Elmira, Corning, West Elmira, Southport, Big Flats, Horseheads, Elmira Heights, Caton, Lindley, Painted Post, Addison, South Corning, Lawrenceville, East Corning, Gang Mills, Erwins, Horseheads North, Gibson, Sagetown and Tompkins Corners.
INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

Cirrocumulus clouds form at high altitudes (usually around 5 km)
and have distinguishing characteristics displayed in a fine layer of
small cloud patches. These small cloud patches are sometimes referred to as
"cloudlets" in relation to the whole cloud formation.
Cirrocumulus clouds are formed from ice crystals and water droplets. Often, the
water droplets in the cloud freeze into ice crystals and the cloud becomes a
cirrostratus cloud. Because of this common occurrence, cirrocumulus cloud
formations generally pass rapidly.
