AREAS AFFECTED: Hoke, NC; Richmond, NC; Scotland, NC
DESCRIPTION: * WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of central North Carolina, including the following counties, Hoke, Richmond and Scotland. * WHEN...Until 900 PM EDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Dangerous flows over low-water crossings. * ADDITIONAL DETAILS... - At 546 PM EDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Up to 3 inches of rain have fallen. - Additional rainfall amounts up to 1 inch are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include... Laurinburg, Wagram, Gibson, East Laurinburg, Laurel Hill and Sandhills Game Land. - http://www.weather.gov/safety/flood
INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding.

A hole punch cloud is an unusual occurrence when a disk-shaped
hole appears in a cirrostratus, cirrocumulus, or altocumulus cloud.
When part of the cloud forms ice crystals, water droplets in the surrounding area
of the cloud evaporate. The effect of this process produces a large elliptical
gap in the cloud. The hole punch cloud formation is rare, but it is not specific
to any geographic area.
Other names which have been used to describe this phenomena include fallstreak hole,
skypunch, and cloud hole.

A nimbostratus cloud is similar to a stratus cloud in its formless,
smooth appearance. However, a nimbostratus cloud is darker than a stratus cloud,
because it is thicker.
Unlike a stratus cloud, a nimbostratus cloud typically brings with it the threat
of moderate to heavy precipitation. In some cases, the precipitation may evaporate
before reaching the ground, a phenomenon known as virga.
