AREAS AFFECTED: Los Angeles, CA

DESCRIPTION: At 333 PM PDT, The earlier strong storm has subsided and moved out of the warned area, however additional storm development is still expected shortly. Rainfall rates of 0.5 to 1 inch per hour, and life-threatening flash flooding, debris flows, and landslides are ongoing or expected to begin shortly. HAZARD...Life threatening flash flooding, debris flows, and landslides. SOURCE...Radar. IMPACT...Life threatening flash flooding of creeks and streams, urban areas, highways, streets and underpasses. Significant debris flows and landslides. Some locations that will experience flash flooding include... mainly rural areas of Eastern Los Angeles County including Southeastern portions of the Bridge Burn Scar.

INSTRUCTION: Move to higher ground now. Act quickly to protect your life. A Flash Flood Warning for a recent burn area means that flooding and debris flows are imminent or occurring. Residents living in or immediately downstream should take immediate precautions to protect life and property. Follow instructions from emergency management and law enforcement on actions to take. Flooding is occurring or is imminent. It is important to know where you are relative to streams, rivers, or creeks which can become killers in heavy rains. Campers and hikers should avoid streams or creeks. Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles.

The result of this precipitation is a glaze of ice which can be damaging to plants and man-made structures. A severe onset of freezing rain which results in a very thick glaze of ice is known as an ice storm.

Hail is a form of precipitation which is recognized by large solid balls or clumps of ice. Hail is created by thunderstorm clouds with strong updrafts of wind. As the hailstones remain in the updraft, ice is deposited onto them until their weight becomes heavy enough for them to fall to the earth's surface.
